Senator Rucker moved to amend the amendment on page eight, section six, line thirty-one, after the words “such tolls or fees” by changing the period to a colon and adding the following proviso: Provided, however, That any single fee program implemented pursuant to section six of this article may not require owners of motor vehicles registered in this state or any other state which opts into any such program to pay an annual flat fee exceeding $8.00.
